  3. Options for Impact Investing in Credit Across the Liquidity Spectrum

The market for use-of-proceed and other outcome-oriented bonds has been maturing over the last few years and the landscape of impact bond strategies has now well flourished. Following in the footsteps of liquid credit managers, Direct Lenders are actively (pre-)marketing funds dedicated to impact investing.

In this presentation Mathias and Thibault will explore the nascent, yet fast-growing opportunity set in terms of the various approaches to Impact and the range of social and environmental themes being targeted. But, regardless of whether liquid or private credit, investors need to assess the true degree of impact and understand the extent to which there may be a potential tension between impact versus economic aspirations.

  17. Future Proofing the MA Regime: The Case for an MA Sandbox

The UK faces pressing economic challenges, from productivity and retirement affordability to the urgent need for climate finance. A more agile regulatory framework could unlock the investment required to drive economic growth, support the net-zero transition, and improve pension outcomes.

As part of Solvency UK reforms, the Prudential Regulation Authority (PRA) has introduced proposals to enable insurers to invest more flexibly within their Matching Adjustment (MA) portfolios. While this is a step forward, some assets that should qualify under legislation remain restricted by PRA rules. The ability to adapt quickly to future investment needs—particularly for emerging climate solutions—will be critical.

In this session, we will explore the case for a ‘Matching Adjustment Sandbox,’ a proposed framework that would allow insurers to test and expand the range of MA-eligible assets safely. We’ll discuss how this tool could foster innovation while maintaining regulatory safeguards, share insights from ongoing discussions with the PRA, and invite perspectives on how the MA regime can evolve to meet future investment demands.
